Jacksonville zoning guide: what every district allows

95 districts · compiled 2026-10-14 from the official codes

Zoning decides whether a Jacksonville property can become a duplex, a triplex or nothing more than the house that's on it. Here is every zoning district in Duval County — the City of Jacksonville plus Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin — with what each allows and the lot area it takes to add units.

Codes in the Property Appraiser roll carry a prefix outside the City of Jacksonville: J for Jacksonville Beach, A for Atlantic Beach, N for Neptune Beach and B for Baldwin (for example JRS-1 is Jacksonville Beach RS-1). Jump to: Jacksonville · Jacksonville Beach · Atlantic Beach · Neptune Beach · Baldwin.

Frequently asked questions

What zoning allows a duplex in Jacksonville?

In the City of Jacksonville, duplexes are generally allowed by right in the medium-density residential districts (RMD) and some mixed-use districts, and not in the low-density single-family districts (RLD). Check the table above for each district's status and the lot area it requires.

How many units can I build on my lot in Jacksonville?

Multiply out the district's lot-area rule: the minimum lot covers the first unit(s), and each additional unit needs a set number of square feet. The density cap of the Future Land Use Map category can lower that number, and overlays can change it. Each district page shows worked examples.

Can I add an ADU to a rental in Jacksonville?

Under the City of Jacksonville's accessory dwelling rule (§656.403(g)), the property must hold or have applied for a homestead exemption, which generally rules out ADUs on investor-owned, non-homestead parcels. The beach cities have their own rules.

Do the beaches and Baldwin use Jacksonville's zoning code?

No. Jacksonville Beach, Atlantic Beach, Neptune Beach and Baldwin each have their own land development code. Their districts are listed separately above.

How do I find a property's zoning in Duval County?

The Duval County Property Appraiser record lists a zoning code for each parcel, and the City's official zoning map is the authority. Propertiz shows the zoning and what it allows on every lead's one-pager.

Every Duval County lead in Propertiz shows its zoning, lot size and how many units the lot could legally hold.
