Unit potential
CCG-1 doesn't set a numeric lot-area-per-unit or density rule in the base code, so unit counts are set case by case (for PUDs, by the individual ordinance).
Notes from the code
§656.313.A.IV(c)(4): 'multi-family residential integrated with a permitted use' is a permissible use by exception. Minimum lot: none (§656.313.A.IV(d)). Maximum coverage: none (§656.313.A.IV(e)); impervious limits under §654.129 still apply. Height 60 ft (§656.313.A.IV(g)). No density figure in zoning. The FLUE CGC category allows 60 (UPA) / 40 (UA) / 20 (SA, RA) du/ac. Secondary-district criteria are in §656.350(i). The state Live Local Act (F.S. 166.04151(7)) may allow affordable multi-family in commercial zoning; that was not reviewed here.
Compiled from the official code text (§656.313). Zoning changes by ordinance and parcels can be rezoned — confirm on the official zoning map and with Jacksonville planning staff before you rely on it. Not legal advice.
